Shouldn't all out-of-area deposits be assessed?

I am quite new to this forum and figured I would start off with a bang. I actually posted the article on our blog. The blog post focuses on under capitalized banks that are utilizing rate listing services to attract deposits. I figured that angle may get the most traction from the powers that be (FDIC and Congress).
